That's not how it works. It's in ascending order of height. Only which row you're in counts.
I can see why you thought there was an order within rows too though since it lists stuff like 5'6-5'7 next to 5'8-5-9 instead of saying 5'6-5'9.
But that's only because they started with all those height ranges or individual heights separately and then grouped them.

Go watch any video or read any discussion using this rating system and they'll talk about "high" and "low" within the rows. The closer they are to the letter the higher they're ranked within the row.

That's not what was done with this chart since without exception the heights are presented in order of height in each row.
Why would they consistently rank each row higher than the last based on increasing heights but make each height within a given row rank lower based on increasing height?
That reading makes no sense at all.
